Developing Community Nursing and Allied Health Services
This page contains relevant information for the development of the Integrated Home, Community, Primary and Specialist Services programme.
In 2004, C&CDHB introduced a new home and community model (see Home & Community Specialist Care 2004 – 2006 below). Development of Community Nursing and Allied Health services are crucial to the ongoing development of care being delivered in the home setting. In February 2007 a project to look at the future development of community nursing and allied health services commenced.
Update on Public Consultation - Community Nursing and Allied Health
Capital & Coast DHB has released a document which summarises the public feedback on a public consultation process on Community Nursing and Allied Health which was held last year.
The document can be found here.
While this document went to the Board (at its 5 March 2008 meeting), no decisions have been taken at this stage. Further investigations are being undertaken, and this information will be reported to the Board at its next meeting.

What is the background to this project?
The past two years have seen C&CDHB steadily putting in place a different model for home and community services. The model started in response to the 2002 Health of Older People strategy. The approach arose out of many workshops including staff and consumers. There was a public consultation in 2004 on the model which largely supported the model and it was subsequently endorsed by the C&C DHB Board.

What is the timeframe?
The revised timeframe is as follows:
No decision will be made by the Board until at least March 2008.
The Board would like to thank all those who have already provided feedback on this project. Your comments and suggestions will be carefully considered before any decisions are made.
What is the background leading up to this?
In March 2007, as outlined in the project approach document, a working party was formed to look at the development of options for the next stages of community nursing and allied health services.
The working party consists of 51 participants. This is made up of two union organisers, 31 staff from the C&C DHB community health services from all 3 sites (health care assistants, district nurses, specialist oncology, stoma, continence nurses, physiotherapists, occupational therapists, speech therapists, dieticians, social workers and administration staff) 12 from Primary Health Organisations and six other participants (Care Coordination Centre, Mary Potter Hospice, Package of care providers).
In April and May 2007 four workshops were held with the working party and the following documents relate to the group discussion notes and presentation.

The following papers are of interest and have some relevance to this project.
The first is a discussion paper commissioned last year by the CEO. This paper provides a potential vision for the future of community based health and care services.
The second is the recently produced paper by the National Health Committee on ‘Meeting the Needs of People with Chronic Conditions’. Chronic conditions are the ‘health care challenge of this century’ and this report provides some recommendations on how to meet that challenge.
The third is a recently published summary of a survey of district nurses across New Zealand by the National Committee of the District Nurses’ Section of the New Zealand Nurses Organisation (NZNO).
The following papers are also of interest in terms of the workforce challenges that lie ahead and some of the initiatives that are being undertaken nationally to address them. They are a mix of papers that discuss future projections of the New Zealand population and the workforce developments that might be undertaken to address this.

Public Consultation documents and submissions
This section contains the public consultation documents and a report on the outcome of submissions. Consultation occurred during June and July 2004.
